Guidelines for Handling Complaints Against PPAHK-Registered Coaches

1. Introduction

1.1 The Professional Pickleball Association of Hong Kong (PPAHK) is committed to maintaining the highest standards of conduct among its registered coaches. These guidelines outline the procedures for handling complaints against coaches.

1.2 All complaints will be treated seriously, investigated thoroughly, and handled in a fair and confidential manner.

2. Scope of Complaints

2.1 These guidelines apply to complaints relating to:

  • Breach of the PPAHK Code of Conduct

  • Unprofessional behavior during coaching activities

  • Misconduct at PPAHK events or facilities

  • Violations of PPAHK policies and regulations

  • Any conduct that brings the sport or Association into disrepute

 

3. Who Can Make a Complaint

3.1 Complaints may be submitted by:

  • Students or their parents/guardians

  • Other coaches

  • PPAHK members

  • Event officials

  • Any affected party

4. Complaint Submission Process

4.1 Written Complaint

All complaints must be submitted in writing to the Secretarial Office and should include:

  • Full name and contact details of the complainant

  • Name of the coach against whom the complaint is made

  • Detailed description of the incident(s)

  • Date(s), time(s), and location(s) of the incident(s)

  • Names of any witnesses

  • Any supporting evidence

4.2 Anonymous Complaints

Anonymous complaints will be accepted but may be more difficult to investigate. The Association encourages complainants to identify themselves to facilitate a thorough investigation.

 

5. Investigation Procedure

5.1 Initial Review

Within 7 working days of receiving a complaint, the Disciplinary Committee will:

  • Acknowledge receipt of the complaint

  • Conduct an initial assessment

  • Determine if the complaint falls within the scope of these guidelines

5.2 Investigation

If the complaint is deemed valid:

  • A formal investigation will be initiated

  • The coach will be notified of the complaint in writing

  • Both parties will have the opportunity to present their case

  • Witnesses may be interviewed

  • Evidence will be gathered and reviewed

5.3 Timeline

Investigations will normally be completed within 30 working days. Complex cases may require additional time.

 

6. Possible Outcomes

6.1 Following the investigation, the Disciplinary Committee may:

  • Dismiss the complaint if unsubstantiated

  • Issue a formal warning

  • Require the coach to undergo additional training

  • Suspend the coach's registration

  • Revoke the coach's registration

  • Report to relevant authorities if criminal conduct is suspected

 

7. Appeals Process

7.1 Either party may appeal the decision within 14 days of being notified of the outcome.

7.2 Appeals must be submitted in writing to the Appeals Panel, stating the grounds for appeal.

7.3 The Appeals Panel's decision shall be final and binding.

 

8. Confidentiality

8.1 All parties involved in the complaint process are required to maintain strict confidentiality.

8.2 Information will only be shared on a need-to-know basis for investigation purposes.

9. Protection Against Retaliation

9.1 PPAHK prohibits any form of retaliation against complainants or witnesses.

9.2 Any person found to have engaged in retaliation may face disciplinary action.
